生猪规模养殖最优环境规制强度的选择——基于绿色全要素生产率的视角

摘要(Abstract):

生猪养殖是我国畜禽生产的主体,也是农业面源污染的主要源头。环境规制是生态文明体系建设的重要内容,环境规制影响生猪业绿色全要素生产率,进而对生猪产业的可持续增长形成制约。通过测算不同规模生猪养殖绿色全要素生产率和17个生猪主产省2004—2016年农业环境规制强度,运用面板数据模型对绿色全要素生产率与农业环境规制的关系进行检验,试图发现不同规模生猪养殖最优环境规制强度的拐点,实现绿色全要素生产率增长的目的。结果表明:当前环境规制强度对小规模生猪养殖比较适宜,对技术创新、效率提升和绿色全要素生产率的提高有促进作用;对大、中规模生猪养殖来说环境规制强度有待提高,环境规制强度与绿色全要素生产率及其分解项呈"U"型关系,但大规模生猪养殖的技术效率迎来"U"型拐点的时间比生产率和技术创新要早一些,而中规模生猪养殖迎来"U"型拐点最早的是技术创新。针对不同规模和不同地区的生猪规模养殖,政府应实施差异化的环境规制政策,设计适当的环境规制强度,诱导生猪养殖场进行绿色技术创新,实现环境和产业发展的双赢。
The pig breeding is not only the main part of animal production, but also the main source of agricultural non-point source pollution. The environmental regulation is an important part of the construction of ecological civilization system. It affects green TFP and restricts the sustainable growth of pig industry. The green TFP in different scales pig producing and the intensity of agricultural environmental regulation in 17 major pig producing provinces from 2004 to 2016 were measured. By using the panel data model to test the relationship between environmental regulation and green total factor productivity, the inflection point of environmental regulation intensity of different scales was found in order to achieve the purpose of green TFP growth. The results show that the current environmental regulation intensity is suitable for small-scale. It can promote technological innovation, efficiency improvement and green TFP. On a large scale, the intensity of environmental regulation is relatively weak, and the relationship among them is like "U". Its "U" inflection point appears earlier than productivity and technological innovation. The relationship between medium-sized environmental regulation intensity and productivity and its decomposition term is also like "U". And its inflection point is earlier than productivity and technical efficiency. Therefore, in view of pig scale breeding in different scales and regions, the government should implement different means, design appropriate intensity, and induce to green technology innovation, so as to realize the win-win situation of environment and industrial development.
