中国城市群绿色发展时空演变与障碍因素分析

摘要(Abstract):

绿色发展是未来中国经济社会发展的必然选择,而城市群作为优质资源集中区将是中国经济社会发展的最前沿阵地,探究其绿色发展具有重要意义。研究从绿色增长、绿色财富、绿色福利3个层面构建城市群绿色发展的指标体系,运用熵权TOPSIS方法和障碍度模型,以中国19个城市群作为研究对象,分析中国城市群绿色发展水平时空演化特征并诊断障碍因子。研究结果显示:(1)2000—2015年间,中国城市群绿色发展水平整体上不断提高,绿色发展指数平均值由0.327增加至0.736,部分城市群在2005年出现下降,其中绿色财富水平的降低是引起绿色发展水平下降的主要原因;(2)绿色财富和绿色增长水平在空间上呈东高西低的态势,这与绿色发展水平的分布格局相一致,而绿色福利则呈现北高南低的空间格局;(3)对全国城市群从一级准则层分析,障碍度排名为绿色增长>绿色福利>绿色财富,经济发展是影响城市群绿色发展的最重要因素,从二级准则层分析,经济水平和生态水平是障碍度最高的障碍因子。
Green development is an inevitable choice for China's future economic and social developments, and urban agglomeration as a high-quality resource concentration area will be the forefront of China's economic and social development. Hence, it is of great significance to explore the spatio-temporal evolution and analyze the associated obstacles of the green development movement. In this study, an indicator system for the green development of urban agglomerations was established from the following three aspects: green growth, green wealth and green welfare. The TOPSIS method and obstacle degree model were employed to analyze the spatio-temporal evolution characteristics of the green development level of urban agglomerations in China in order to diagnose the obstacle factors. Our research results show that the green development level of China's urban agglomerations has been continuously improved on the whole scale from 2000 to 2015. The average green development index increased from 0.317 to 0.715, and some urban agglomerations showed a decline in 2005. The green wealth and green growth factors tend to be high in the east region and low in the west region, which are consistent with the distribution pattern of the green development movement. The green welfare factor presents the spatial pattern of being high in the north region and low in the south. For the analysis of national urban agglomeration from the first-level criterion level, the obstacle degree was ranked in the following order: green growth > green welfare > green wealth. The economic development is founded to be the most important factor impacting the green development of urban agglomeration. From the analysis of the second-level criterion level, economic and ecological levels are shown to be obstacle factors with the highest obstacle degree.
